Definition of Disability Rights within the
framework of Universal Human Rights
UN Defintion
•Persons with disabilities include those who have long-term physical, mental,
intellectual or sensory impairments which in interaction with various barriers may
hinder their full and effective participation in society on an equal basis with others.
•The human rights model, as the name suggests, is based on basic human rights
principles. It recognizes that: Disability is a natural part of human diversity that must
be respected and supported in all its forms. People with disability have the same
rights as everyone else in society.

What is the right of persons with
disability?

Persons with disabilities have the right to
equality, dignity and respect for integrity:
Section 3(1) of the RPwD Act requires the
appropriate government to ensure that
persons with disabilities enjoy the right to
equality, life with dignity and respect for his or
her integrity equally with others.

Education is a basic
human right
•…. that works to raise men and women out of
poverty, level inequalities and ensure
sustainable development. But worldwide 244
million children and youth are still out of school
for social, economic and cultural reasons.
Education is one of the most powerful tools in
lifting excluded children and adults out of
poverty and is a stepping stone to other
fundamental human rights. It is the most
sustainable investment. The right to quality
education is already firmly rooted in the
Universal Declaration of Human Rights and
international legal instruments, the majority of
which are the result of the work of UNESCO and
the United Nations. 10
