The National Policy on Education: Journey 1968: First National Policy on Education 1986: Second National Policy on Education which was updated in 1992 and is called 1986/92 National Policy on Education 2020: Third or Revised National Policy on Education is likely to be announced (draft is said to have been finalized)
The first National Policy on Education F ormulated in 1968 and implemented till 1985 Focus on improving access and quality of education Expansion of school education and better facilities In 1977, the 10+2+3 system introduced as per the policy Formulation of certain principles to promote the development of education in the country
Guiding principles of first NPE-1968 Free and Compulsory Education up to the age of 14. Education of Teachers : Continuous capacity building through in-service training and better social status Language Development: The three language formula for learning Hindi , English and the regional language Education Opportunity for all or equity principle Uniform Education Structure: Shift towards 10+2+3 Patten Periodic progress reviews: to present guidelines for future development
Second National policy on education 1986 updated in 1996 1986: Free and compulsory elementary education Universal enrolment; universal retention and universal achievement Better resources for primary schools: Operation Blackboard C hildren to receive general education till Class 10, making science compulsory Curricular emphasis: environment awareness, science and technology education, and Yoga into the Indian secondary school system
Second NPE or NPE-1986/92 (Revised) The main policy statement in the National Policy of Education, 1986 - "It shall be ensured that free and compulsory education of a satisfactory level is provided to all children up to 14 years of age before we enter the twenty first century".
Update considerations In 1992, NPE was modified T o spell out a comprehensive framework for educational development. To modify principles of NPE-1968 to be included in the Revised NPE
Modifications and Additions in updated NPE 1986/92 (I) Enhanced equity Emphasis on retention of children in the schools at primary level. Drop-outs to be mainstreamed Non-Formal education to be introduced Attention to education of backward classes, physically challenged and minority children Emphasis on women ’s education for gender parity and special provisions for their vocational, technical and professional education.
Modifications and Additions in updated NPE 1986/92 (II) Enhanced quality / learning outcomes Capacity building of teachers through block level structures The Central Advisory Board of Education to improve the education standards in the country. State government may establish State Advisory Board of Education to monitor progress in education. Non-governmental organizations (NGOs) to facilitate the education in the country. Discouragement for establishment of institutions for commercialization of education
