ORIENTATION ON THE GUIDELINES FOR THE 202 5 TCSD SCHOOLS PRESS CONFERENCES ( Division Memo no. 384 s 2024)

Pursuant to Republic Act No. 7079, also known as the Campus Journalism Act of 1991, this Office hereby announces the 2025 TCSD Schools Press Conferences for both public and private schools, including the TSU Laboratory School. This year’s theme is " EMPOWERING VOICES: NURTURING RESPONSIBLE CAMPUS JOURNALISM IN SUPPORT OF THE MATATAG CURRICULUM "

Contextualized Guidelines on the Conduct of 2025 TCSD Schools Press Conferences   I. Rationale The conduct of this activity is anchored to the principles of Republic Act No. 7079 otherwise known as Campus Journalism Act of 1991 which states to uphold and protect the freedom of the press even at the campus level and to promote the development and growth of campus journalism as a means of strengthening ethical values, encouraging critical and creative thinking, and developing moral character and personal discipline of the Filipino youth. Furthermore, the State shall undertake various programs and projects aimed at improving the journalistic skills of students concerned and promoting responsible and free journalism. This year’s theme, “EMPOWERING VOICES: NURTURING RESPONSIBLE CAMPUS JOURNALISM IN SUPPORT OF THE MATATAG CURRICULUM” revolves around the significance of campus journalism in making every learner vigilant, active, and participative in societal happenings. Further, this activity is aligned with the vision of Project RESCUE 2.0 on Literacy Enrichment which ascertains that learners who can keep up and even beyond the grade-level standards shall be given enrichment activities to avoid stagnancy of learning amidst the focus of the entire department to learning recovery. Tarlac City Schools Division is one with the Department in ensuring that learners shall be developed holistically with emphasis on creative and critical thinking that are all embedded skills in Journalism.  

The conference activities shall include the following: 5.1 Individual Contests a. News Writing b. Features Writing c. Editorial Writing d. Sports Writing e. Copyreading and Headline Writing f. Science and Technology Writing g. Photojournalism h. Editorial Cartooning i . Column Writing

Group Contests a. Radio Script Writing and Broadcasting Contest b. Collaborative Desktop Publishing (CDP) Contest c. Online Publishing Contest (for secondary level) e. TV Script Writing and Broadcasting Contests (for secondary level) School Publication Contests (PDF) a. News Section b. Features Section c. Editorial section d. Science and Technology Section e. Sports Section f. Layout and Page Design Outstanding School Paper Advisers (SPAs) and Campus Journalists (CJs)

Implementation Arrangement

For District-Level Press Conferences o PSDS in charge shall create a committee that will organize the said activity. o A detailed activity proposal with matrix shall be secured a week before the event- prepared by the PSDS, noted by the EPS in charge, and approved by the CID Chief. o The registration fee shall be based upon the agreement of the schools lead by the PSDS to be used for the speakers’ honorarium and other needed materials, stipulated explicitly in the proposal. o The fee shall come primarily from the school’s local funds/canteen funds or donations from stakeholders. o Each district shall conduct its district level press conference during SATURDAY of November until December ONLY to avoid disruptions of classes. Hence, consent from parents/guardians shall be secured. PSDS, school heads, and trainers shall be present during the conduct to ensure proper implementation of the activity.

Further, teachers including non-teaching personnel who will be serving during Saturday shall be given service credits on top of the regular 15 days in accordance with DepEd Order No. 53, s. 2003 titled Updated Guidelines on Grant of Vacation Service Credits to Teachers. Each district shall conduct ALL categories under individual and group contests. Schools shall also do elimination for the Outstanding SPA and CJ as district representatives in the division level. Each district shall align its selection of winners based on the guidelines attached to this memorandum. PSDSs shall ensure that ALL schools will participate in this activity. Likewise, ALL shall submit school publications in PDF file. If a school failed to participate, a detailed letter of explanation shall be submitted addressed to the Schools Division Superintendent through the CID Chief and EPS in charge. Each district may select more than one winners per category who can be further trained; yet, only the TOP THREE placers per category in English and Filipino medium shall advance to division-level press conference. Certificate of recognition will be given to winners while participation to all who joined both for the trainers and campus journalists, signed by the PSDS in charge. Each district shall have complete sets of representatives both for the individual and group contests including the school paper contest and outstanding SPA and CJ. A complete list of district representatives shall be submitted 3 days after the conduct of the event. An accomplishment report shall be prepared after with detailed documentation and liquidation.

Implementation Arrangement For Tarlac City Private Education Institutions Association (TCPEIA) TCPEIA shall conduct its TCPEIA press conference in December. It has the liberty to conduct it during weekdays ensuring that classes will not be severely disrupted. TCPEIA shall conduct ALL categories under individual and group contests. It shall also do elimination for the Outstanding SPA and CJ as representatives in the division level. TCPEIA is highly encouraged to do competitions rather than mere selection. TCPEIA shall align its selection of winners based on the guidelines attached to this memorandum. TCPEIA may select more than three winners per category who can be further trained; yet, only the TOP 5 placers per category in English and Filipino medium in individual category and TOP 3 in group contests shall advance to division-level press conference. A complete list of representatives shall be submitted 3 days right after the conduct of the event. An accomplishment report shall be prepared after with detailed documentation.  

For Public Secondary Schools School-based press conference shall be conducted (see III.A). Schools may select more than one winners per category who can be further trained; yet, only the TOP 3 placers per category in English and Filipino medium in individual and TOP 1 in group contests shall advance to division-level press conference. All secondary schools shall have complete sets of representatives in the individual categories and at least two to three or complete entries in the group contests. ALL secondary schools MUST submit school publications in PDF file. Failure to comply, a detailed letter of explanation shall be submitted addressed to the Schools Division Superintendent through the CID Chief and EPS in charge. An accomplishment report shall be prepared after with detailed documentation and liquidation. A complete list of representatives shall be submitted following the template attached to this Memorandum.

For TSU Laboratory School o School-based press conference shall be conducted (see III.A). o TSU Lab School may select more than two winners per category who can be further trained; yet, only the 1st and 2nd placers in English and Filipino medium for the individual categories and only the 1st placer in the group contests shall advance to division-level press conference. o TSU Lab School is highly encouraged to submit school publications in PDF file. Also, representatives for the Outstanding SPA and CJ. o An accomplishment report shall be prepared after with detailed documentation. o A complete list of representatives shall be submitted following the template attached to this Memorandum.

For the Division Schools Press Conference (DSPC) The Division Schools Press Conferences shall be conducted on January 23-24, 2025 at Tarlac Montessori School. The Group contest will be done during the first day while the Individual contests on the second day. School ID shall be worn by student-participants during the conduct of the activity. Schools/Districts may require their student-participants to wear school uniform or other uniform agreed upon by the schools/districts. NO registration fee will be collected . The TOP 5 winners shall be recognized and be given certificates of recognition together with their trainers; however, only the TOP 3 placers in all individual categories and TOP 1 in group contests both in English and Filipino medium shall advance to Regional Schools Press Conference unless changes from a higher governance level is issued. An accomplishment report shall be prepared after with detailed documentation and liquidation.

General Guidelines for School Paper Contest A. The School Paper Contest is open to Elementary and Secondary schools both public and private schools including TSU Laboratory School. B. The last day of submission in the Division will be on January 31,2025 until 5 PM only. ALL public schools are REQUIRED to submit as the school paper is only in digital format. Private schools and TSU Laboratory school are HIGHLY ENCOURAGED to submit as well. C. Each school may submit two school paper, one in English and one in Filipino. D. The top 5 (five) highest pointers both in English and Filipino per section shall be declared winners but the points of their ranking shall not be added to the determination of the overall best performing schools during the Division Schools Press Conference. E. Results will be released in a separate memorandum. F. Any school paper found to have copied and published texts, images and other materials without duly acknowledging their sources shall be disqualified in the contest.

G. If the school paper shall join again the following year and found to have committed the same offense, the following sanctions shall be applied: 1 st Offense: A formal notification shall be sent to the PSDS and School Head. The SDS through the EPS in charge of Journalism shall issue a written reprimand to the school paper adviser/s and the school principal. The concerned school paper adviser shall undergo a refresher course on plagiarism organized by the Division. The School Head shall be asked to implement plans to teach their students about the ills of plagiarism and its consequences. 2 nd Offense: Disqualification from the School Paper Contests for three (3) consecutive years  H. The decision of the board of judges in all aspects of the contest shall be deemed final and irrevocable. I. The school publication shall be submitted in digital format only : Each school shall save in a Google drive a copy of their paper in PDF format. J. The different SECTIONS/CATEGORIES to be judged for the school publication contests are as follows: 1. News Section / Pahinang Balita 2. Editorial Section / Pahinang Editorial 3. Feature Section / Pahinang Lathalain 4. Science and Technology Section / Pahinang Agham at Teknolohiya 5. Layout and Page Design Category / Kategoryang Pag- aanyo at Disenyo ng Pahina 6. Sports Section/ Pahinang Pampalakasan

K. The Technical Specifications for both Elementary and secondary levels are as follows: 1. No. of pages: minimum of 12 and maximum of 20 News Section- at least 3 Sports Section- at least 2 Features Section- at least 3 Editorial Section- at least 2 Science and Technology Section- at least 2 2. Process: Digital (PDF ONLY) 3. Color: Full color in all pages 4. Size: 9”x12” (Elementary) 12”x18” (High School) L. Each section will be judged according to the guidelines/criteria set for the section/category. M. After a thorough three-to-five day evaluation by set of judges, results will be released in a separate division memorandum consisting the top five (5) winners per section, English ad Filipino, both Elementary and High School. N. No school is allowed to submit its school paper entry( ies ) in print. O. Failure to comply with the set guidelines in evaluating school papers will be a ground for disqualification

Questions 2: Are there designated stops or areas where participants must take photos, or is it free exploration within the zone? Answer: They are free to explore the shooting zone but are not allowed to enter establishments.
