Why was it implemented? 01
Poland has one of the lowest fertility rates in the whole of Europe . According to the European statistics, the average number of children born per woman in Poland had one dropped to 1.44 births per woman which is one of the lowest figures in European Union and below the current replacement level of 2.1 births per woman needed to sustain population levels . As a result Poland’s population had once decreased by over 130 000 in a matter of a year.
As a means to reduce the effects of under population such as a stunt in economic growth and high levels of unemployment, the government tried to increase the employment levels by encouraging people 55+ years old to go to work. The idea was good on paper unfortunately many of the private businesses were not keen to higher people of the older demographic because of their lack of IT literacy and their small minded traditionalism so the employment levels stayed low and their plan backfired .
When their attempts to get the older generation to go to work failed, the government decided to investigate the real reason why fertility rates were low . There was a high desired fertility rate but actual one was low because the citizens wanted to be ensured a stable income and housing . Following this investigation, Marlena Malag, the minister of labor families and social policy introduced a new demographic strategy that will increase the population by supporting families and not migration .
The benefits offered by the Polish government 02
Flagship 500 plus benefit One of the most recent benefits put forward by the Polish government was brought in 2020 . It was known as flagship 500+ benefit . The plan was to give a handout of PLN 800(EUR 175) per month to every family that had children . The plan though not a bug success at increasing birth rate, reduced poverty in the country because the household income had also increased . It wasn’t exactly the goal but it was positive nonetheless however there was still a lot of work to be done regarding the birth rate .
Other incentives and benefits implemented… Another investigation about the low birth rates in Poland was taken and concluded that most young people in Poland are concentrated on building a career and becoming self reliant and so the ministry for family and social policy attempted to show them that starting big families is a way of protecting future generations. Even when they had managed to persuade young people to have children, there were still complications. Most aspiring parents are too scared of one day not being able to spend a lot of time with their children, which then welcomed a policy focused on extending the leave for parents after they have a baby from 20 weeks to 32 weeks .
Other Programmes that have been implemented in the past include schools offering educational, psychological and pedagogical advice to young people about parenthood . The government also pushed for parents to reduce the exposure of modern sex education and lgbt ideologies to their children as this subsequently reduces people’s willingness to have babies thus reducing birth rate . In 2021 the Polish government introduced a a Mama 4 plus which guarantees minimum state pensions to mothers who have raised four or more children . This wasn’t the only benefit offered to parents. Another one was decrease on tax for all families with children.
An additional policy was at the start of 2022 added whereby parents are entitled to 12 000 zloty (2 160 euros) for each child after their first born during the period where the infant is 12-36 months . This programme was known as the 800+ programme . It was sort of like a new and improved 500+ programme .

A deeper dive into to the failure of flagship 500+… When this policy was first brought up, many citizens were every skeptical because they knew it would lead to an increase in tax so that the government would be able to pay families each and every month and the tax would be extremely high for people with no children . This policy led to a decrease in the number of of female workers in the country and led to a bigger economic crisis that the one they had before and we’re trying to fix .
It was a very popular policy but not for the right reasons as it did not increase the birth rates in fact it reduced birth rates . An reporter stated that the policy was beneficial to those who already had children and it reduced poverty but it did not inspire many people to have children . Unfortunately this birthdate increase scheme was a major bust but fortunately there were more that managed to make a good difference.
The positive effects of the other Poland benefits!!! Following the Mama 4 plus policy in 2021, the fertility rate increased by 0.63% from 2020 and stood at 1.448 births per woman . And after 2022 when the polish government introduced the 800+ benefit(an improved 500+) where only parents with children 12-36 months were given 12 000 zloty, the fertility rate increased by 0.69% from 2021 and stood at 1.458 births per woman . So far in 2024 because of the continuation of these benefits, the fertility rate is now at 1.475 births per woman.
