6. Assist trainers training programs. TESDA is mandated to: 1 . Integrate, coordinate and monitor skills development programs; 2. Restructure efforts to promote and develop middle-level manpower; 3. Approve skills standards and tests; 4. Develop an accreditation system for institutions involved in middle-level manpower development; 5. Fund programs and projects for technical education and skills development; and

At the same time, TESDA is expected to: 1. Devolve training functions to local governments; 2. Reform the apprenticeship program; 3. Involve industry/employers in skills training; 4. Formulate a skills development plan; 5. Develop and administer training incentives; 6. Organize skills competitions; and 7. Manage skills development funds.

Chapter 3 Establishments of Schools SEC. 25. Establishment of Schools .—All schools shall be established in accordance with the law.

SECTION 27. RECOGNITION OF SCHOOLS The educational operations of schools shall be subject to the prior authorization of the government, and shall be effected by recognition. In the case of government operated schools, whether local, regional, or national, recognition of educational programs and/or operations shall be deemed granted simultaneously with establishment.

SEC. 28. Effects of Recognition; Punishable Violations. The issuance of a certificate of recognition to a school shall have the following effects: It transforms the temporary permit to a permanent authority to operate; It entitles the school or college to give the students who have completed the course for which recognition is granted, a certificate, title or diploma; and It shall entitle the students who have graduated from said recognized course or courses to all the benefits and privileges enjoyed by graduates in similar courses of studies in all schools recognized by the government.

SEC. 29. Voluntary Accreditation . The Ministry shall encourage programs of voluntary accreditation for institutions which desire to meet standards of quality over and above the minimum required for State recognition.

Chapter 4 Internal Organization of School SEC. 30. Organization of Schools . Each school shall establish such internal organization as will best enable it to carry out its academic and administrative functions, subject to limitations provided by law.

. Every government college or university established as a tertiary institution and every private school shall have a governing board pursuant to its charter or to the Corporation Code of the Philippines, as the case may be. SEC. 31. Governing Board

The terms and conditions of employment of personnel in government schools shall be governed by the Civil Service, budgetary and compensation laws and rules. SEC. 32. Personnel Transactions

In private schools, disputes arising from employer-employee relations shall fall under the jurisdiction of the Ministry of Labor and Employment as provided for by law and regulations:

Politics in the Philippines are governed by a three-branch system of government. The country is a democracy, with a president who is directly elected by the people and serves as both the head of state and the head of government.

The government of the Philippines (Filipino: Pamahalaan ng Pilipinas ) has three interdependent branches: the legislative, executive, and judicial branches. One basic corollary in a presidential system of government is the principle of separation of powers wherein legislation belongs to Congress, execution to the Executive, and settlement of legal controversies to the Judiciary .
