SUMMARY
Normandy Avenue residents’ concern for the traffic
volume passing through the Columbine / Normandy
intersection
Residents desire a safer neighborhood environment for
pre-teen children
Ordinance to change an existing two-way stop
intersection to a four-way stop intersection on
Normandy Avenue and Columbine Street
Reduces the speed of thru traffic

BACKGROUND
Normandy Avenue
29’ wide, 100% residential, front drive-ways, unobstructed
corner vision;
100 block Normandy Avenue –100% sidewalk on the north
side from Broadway to Columbine Street
the south side of Normandy does not have a sidewalk east
of Columbine Avenue for a distance of 100feet
200 block Normandy Avenue –100% sidewalk

There are traffic control signs regulating north and
southbound traffic

25 mph on Normandy Avenue

volume, driver behaviors and child safety
Traffic control devices may be warranted
where traffic enforcement efforts failor
special circumstances exist

Traffic volume diversion impacts on other
street are considered; no impact anticipated
All streets intersecting Columbine Street north
of Ogden Lane have all-way stop
intersections except at Normandy Avenue

PROPOSAL
An Ordinance to change the existing two-way
stop intersection on Normandy Avenue and
Columbine Street to an all-way stop

POLICY ANALYSIS
The proposed Ordinance to create an all-way
stop intersection is allowed in provisions of the
Texas Transportation Code and Section 18-98
“Stop Intersections” of the City Code

COORDINATION
The City Manager has reviewed the proposal
and the City Attorney prepared the proposed
Ordinance
The Ordinance will be published in the San
Antonio Express-News and posted on the COAH
website

COORDINATION
Public works will install the sign poles and
signs
Letters mailed to all addresses in the 100 and
200 blocks of Normandy Avenue

FISCAL IMPACT
Two stop signs, poles and labor -$250
Cost to publish the Ordinance in the SA Express-
News twice
