The education policies currently being formed give an impression that they are trial-and-error policies. Less attention on the continuity or sustainability of a policy. Improving education policies is often partial. The inconsistency and disharmony between central government and local government policies .

13. The education index is still relatively low in competitiveness with other countries . Character education based on the Pancasila educational philosophy which is not yet grounded . Educational autonomy is not yet running optimally . Disunity regarding the implementation of educational affairs . The issue of unequal distribution of quality and accessibility of education for all levels of society . The process of standardizing the provision of education in various regions based on eight national standards has not been completed, thus causing disparities in the quality of education .
