CURRENT PROBLEMS OF NATIONAL EDUCATION POLICY ACCORDING TO CECEP DARMAWAN (2021, 2023) 04

The inconsistency and disharmony in education policies due to little attention to regulatory aspects and lack of academic studies as well as little public participation, so they often receive protests and rejections from various parties . The education policies currently being formed give an impression that they are trial-and-error policies. Less attention on the continuity or sustainability of a policy. Improving education policies is often partial. The inconsistency and disharmony between central government and local government policies .

The education index is still relatively low in competitiveness with other countries . Character education based on the Pancasila educational philosophy which is not yet grounded . Educational autonomy is not yet running optimally . Disunity regarding the implementation of educational affairs . The issue of unequal distribution of quality and accessibility of education for all levels of society . The process of standardizing the provision of education in various regions based on eight national standards has not been completed, thus causing disparities in the quality of education .

Challenges for future education, which are related to the digitalization process and disruption of the world of education . Problems of governance and teacher welfare . Education budget inefficiency . Curriculum inconsistencies . The climate in the world of education is not yet conducive . Weak link and match in the world of education . The education system from various pathways, levels, and types of education has not yet been integrated into one complete national education system.

PROJECTIONS OF FUTURE POLICY DIRECTION IN THE EDUCATION SECTOR 06

Strengthening national education system based on the philosophy of Pancasila . Redesign or reconstruction of the national education system includes aspects of education regulations and policies that are more progressive, visionary, sustainable, and have a breakthrough policy paradigm. Formation of a national education roadmap as a reference or benchmark for education development policies . Efficiency, optimization, and redefinition of education budgets and financing to improve the quality of national education . Increasing the global competitiveness of Indonesia's education index . Optimizing equal distribution of quality and accessibility of education that reaches all regions.

Optimizing the fulfillment of eight national education standards evenly and fairly. Comprehensive improvement of teacher governance . Strengthening educational autonomy including school autonomy and campus autonomy . Strengthening synchronization, harmonization, and collaboration of the tricenter of education (formal, informal, and non-formal education ) . Strengthening the conception and implementation of links and matches between the world of education and the world of business and industry through the revitalization of vocational education. Establishment of education digitalization standards in facing the era of disruption. Strengthening governance, management, and educational leadership.

EFFORTS TO REDESIGN THE NATIONAL EDUCATION SYSTEM 07

A grand design and roadmap of national education are needed to guide the direction of education in the future Efforts to reconstruct or redesign the national education system from an education law perspective must be able to answer the challenges of educational disruption A breakthrough paradigm for forming educational policies is needed.

Efforts to reconstruct or redesign the national education system must be carried out comprehensively and holistically, as well as in a systematic, targeted, and sustainable manner that is in accordance with the achievement of national education and national development goals. The development of the education system in the future must be visionary, futuristic, and progressive.
