Providing educational opportunities to all citizens of the country has become the prime responsibility of the Government and therefore Free and Compulsory education is offered to all children as a constitutional commitment. India, in this direction has been striving hard with various policies and innovative practices. Free and Compulsory education to all the children up to the age group of 14 years by 1995 was objective of NPE declared by the central govt. in 1986. In pursuance of the constitutional directives a no. of measures has been taken by the Department of Education for UEE such a measure is Operation Blackboard(OB). INTRODUCTION
It is a centrally sponsored scheme. The scheme of OB was launched in 1987 in pursuance of NPE-POA to provide minimum essential facilities to all primary schools in the country. OB scheme seeks to bring both qualitative and quantitative improvements in primary education. It was formulated with the assumption that the improvement in school environment would increase the enrolment rate, retention rate and attainment levels of primary children CONCEPT OF OB
To provide at least one room for each class/ section . To provide two reasonable large rooms which are usable in all weather conditions. To provide teaching learning equipment to all primary schools. To increase the no. of teachers in single teacher school. To provide at least one room for each class/ section. A headmaster –cum- office room. Separate toilet facilities for girls and boys. Essential teaching learning equipment including a liabrary . At least one teacher for each class/ section. A contingency grant for replenishment of items, consumable and minor repairs etc. OBJECTIVES OF OB
The adoption of centrally sponsored schemes of PMOST & SOPT proved to be beneficial in providing training to in-service school education and society have been witnessed unprecedented technological advancements, communication revolutions, periodical reforms in school curriculum, introduction of competency based & value oriented education, adoption of minimum levels of learning(MLL), strategies as envisaged by NPE,1986(REVISED IN 1992),promotion of activity based & joyful leaning, operation blackboard, national literacy mission(NLM) & a host of other development. BACKGROUND OF SOPT & PMOST
SOPT was launched in the year 1993-94 to improve the quality of primary education as part of the strategy to achieve UEE. The main focus of this program is implementing the MLLs identified for the primary stage, training in the use of OB materials provided to primary schoolteachers and encouraging teachers to adopt a child-centered approach to teaching. It envisages covering 0.45 million teachers every year. During the past few years these two schemes of mass orientation have occurred for more than 3million teachers. Like PMOST, this program too is strengthened by media support. Films on various themes covering the course design are shown to teachers during training programs. Concept of sopt

S chool teachers are being given orientation on a mass program in regard to the ne perspective under NPE. During 1985-87, nearly a million teachers have been oriented. The duration of the training program is 10 days. The program during 1986-90 covered about 1.8 million teachers. The training program was strengthened by media support. Films relating to various modules constituting the training print package were telecast on the national network for the benefit of teachers in different parts of the country. Each viewing session was followed in the training. The program is implemented by the NCERT in collaboration with the SCERT in different states. CONCEPT OF pmost
To sensitize the teachers : - To emerging concerns in education & particularly in UEE. To the use of learner-centered approach. To the use of action research. The emerging role & responsibilities of teacher. Enrichment of their knowledge in curricular areas & other thrust areas enlisted in the NPE. Objectives of pmost
In spite of various initiatives taken by the Govt. of India as well as state Govt. to achieve the goal of UEE and ensure children’s Right to Education, disparities were observed in terms of literacy, access, participation, quality of education & learning outcomes. Therefore comprehensive & concreted effort will be needed to achieve the goals of UEE in India. conclusion
