Purpose of the Policy
Thepurposeofthispolicyistoestablish
guidelinesfortheefficientandeffectiveutilization
offinancialsupportallocatedformultigrade
schoolsin2025.Thefundswillbeusedprimarily
toimprovetheprofessionalgrowthand
developmentofmultigradeteachersandschool
heads,monitortheimplementationoftraining
activitiesattheregionanddivisions,and
evaluatetheapplicationoftraininggainsatthe
schoollevel,andprintingofmultigradeteaching
andlearningresources.

responsibleandaccountableforthedisbursementand
liquidationoffundsforeligibleactivitiescoveredbythese
guidelines.Tomeetthesetdeadlines,bothimplementing
officesshouldexerciseduediligencetoensurethatfunds
arefullyobligated,utilized,andliquidatedinaccordance
withbudgeting,accounting,andauditingrulesand
regulationsandprocurementguidelines.

SpecialistsincollaborationwiththeRegionalOffices.
Thispartnershipwillsignificantlyenhancetheoverall
effectivenessandsuccessofthetrainingprograms.

TheRegionalOfficeholdstheresponsibilityofsupervisingand
evaluatingtheimplementationoftrainingactivitieswithintheir
respectivedivisions.Themainobjectiveistoidentifyany
constraints,obstacles,orconcernsthatmayariseduringthe
trainingprocess.Thiswillfacilitatepromptcorrectiveactions,
thereby,ensuringthesmoothprogressofthetrainingactivities.
Furthermore,theRegionwillorganizemeetingsand
workshopswiththeDivisionstodiscussandstrategicallyplan
theschool-basedmonitoringandevaluationactivitiestobe
carriedoutbytheDivisionsMonitoringandEvaluationTeam
(DMET).

TheDMETisresponsibleformonitoringandevaluating
theapplicationofteachers'learningintheirrespective
schools.Theirmainresponsibilitiesincludeevaluating
theeffectivenessofteachersinapplyingtheknowledge
andskillsacquiredduringthetrainingsessions.This
evaluationprocessisessentialingainingvaluable
insightsintotheimpactofthetrainingandidentifying
areasforimprovementinthemultigradeteachingand
learningprocess.Thenumberofsampleschoolstobe
monitoredineachdivisioncanbefoundinEnclosure4.

Monitoring and Evaluation
Fundsareallocatedtoregionsanddivisionstocover
theexpensesformonitoringandevaluationactivities.In
caseswheretheallocatedfundsareinsufficienttofully
supporttherequiredactivities,theregionanddivision
areauthorizedtochargeadditionalcoststotheir
MaintenanceandOtherOperatingExpenses(MOOE).
