RBI Guidelines : DepEd Order No. 12, s. 2020 “Adoption of the Basic Education Learning Continuity Plan for School Year 2020-2021 in the Light of the COVID-19 Public Health Emergency” It provides a package of education interventions that will respond to basic education challenges brought about by Covid-19.

RBI Guidelines : Republic Act No. 3846 “AN ACT PROVIDING FOR THE REGULATION OF RADIO STATIONS AND RADIO COMMUNICATIONS IN THE PHILIPPINE ISLANDS, AND FOR OTHER PURPOSES”

RBI Guidelines : Republic Act No. 3846 Section 1.  No person, firm, company, association or corporation shall construct, install, establish, or operate a radio station within the Philippine Islands without having first obtained a franchise therefor from the Philippine Legislature; Provided however, That no franchise from the Legislature shall be necessary for the construction, installation, establishment or operation of a broadcasting station, an amateur station, an experimental station, a training station, a station on board a mobile vessel, train, or aircraft, or a private station in a place without any means of communication.

RBI Guidelines : Republic Act No. 3846 Section 2.  The construction or installation of any station shall not be begun, unless a permit therefor has been granted by the Secretary of Commerce and Communications. No station shall be operated except under and in accordance with the provisions of a license issued therefor by the Secretary of Commerce and Communications. The license shall state the dates between which the station may be operated. If a renewal is desired, the licensee shall submit an application to the Secretary of Commerce and Communication at least two (2) months before the expiration date of the license to be renewed. The Secretary of Commerce and Communication shall determine the period for which each license is issued; Provided, that no license shall be issued for a longer period than three (3) years.

RBI Guidelines : Republic Act No. 3846 Section 13.  Any firm, company, corporation or association failing or refusing to observe or violating any provision of this Act, or any provision of the regulations prescribed by the Secretary of Commerce and Communication under this Act, or any provision of the International Radio Regulations, shall be punished by a fine of not more than one thousand pesos for each and every offense.

RBI Guidelines : NTC Memorandum Circular No. 03-05-2007 “FREQUENCY BANDS FOR THE USE AND OPERATION OF SHORT RANGE DEVICES (SRDs)”

RBI Guidelines : NTC Department Order No. 11 “General Rules and Regulations governing the construction, installation, establishment or operation of radio stations and the possession or ownership, construction or manufacture, purchase, sale & transfer of transmitters or transreceivers in the Philippines.”

RBI Guidelines : NTC Department Order No. 11 Sec. 1 (4 & 5) Permit to Possess & Own. A Permit to Possess & Own a radio transmitter or transreceiver is a certificate issued by the Secretary of Public Works and Communication authorizing & certifying a person, a firm, company, association or corporation to possess/own a radio transmitter or receiver

Last July 2020, DepEd secures the National Telecommunication Commission (NTC) support for TV, radio-based education NTC is the government agency mandated to oversee broadcasting operations in the country. The provisions of Section 6.3.2 Item C of NTC Memorandum Circular No. 4-08-88 requires them to carry free public service features, including education, cultural and civic.

RBI Guidelines: DM-CI-2020-00244 “ Guidelines on the Development of Learning Resources for Radio-Based Instruction” 1. Basis of Development The radio scripts shall be based from the final Self Learning Modules (SLMs). The language used in the SLMs shall also be the language to be used in the development of radio scripts.

Identification of Development Team The development team shall be composed of the Division EPS in-charge of LRMS who will lead and facilitate the development of learning resources for radio, scriptwriter, radio script editor, sound editor/director and voiceover talent/performer.

RBI Guidelines: DM-CI-2020-00244 “ Guidelines on the Development of Learning Resources for Radio-Based Instruction” 3. Orientation and Capacity Building of Development Team The Bureau of Learning Resources (BLR) in partnership with the Bureau of Learning Delivery (BLD), and the University of the Philippines (UP) – Los Banos Campus (UPLB) shall conduct a capacity building for the development teams.

Radio Scriptwriting Writing for radio is different in writing for print materials like textbooks and modules or even writing for video lessons. It is more descriptive since it does not include pictures. The development team shall be tasked to prepare a 30-minute radio script based on the SLM. The actual time, content/segmenting of the scripts, and the running time shall be prepared using the rundown sheets or the cue sheets.

The principles of scriptwriting (please see Enclosure No. 4), basic radio script format (Enclosure No. 5) and technical guidelines in preparing radio script (Enclosure No. 6) are attached to guide the development team. A sample radio script is also provided as Enclosure No. 7 for reference.

The development team must also be guided by the social content in the development of learning resources for radio and TV instructions2 (see Enclosure No. 8).

RBI Guidelines: DM-CI-2020-00244 “ Guidelines on the Development of Learning Resources for Radio-Based Instruction” 4. Radio Scriptwriting E. Further, the writer shall be guided by the pertinent provisions of Republic Act (RA) No. 8293 or the “Intellectual Property Code of the Philippines”.

As the radio scripts are considered transformation of the SLMs, permission shall be secured from the copyright owners/holders of third-party content in the SLMs to transform their works to radio scripts and radio lessons/production.

Quality Assurance of Scripts Development teams are advised to do an internal quality assurance of the scripts using the evaluation tool provided prior to submission to the BLR. Quality Assurance of Scripts The QA teams shall be guided by the following criteria: • Adherence to the Intellectual Property Rights Law • Alignment to Learning Competencies • Instructional Design, Presentation and Organization of the Topic • Appropriateness of Assessment • Accuracy and Timeliness of Information • Accuracy and Appropriateness of Language • Compliance to Scriptwriting Standards • Quality of Technical Design

Revision and Finalization of Radio Scripts The scriptwriter shall revise and finalize the radio scripts based on the comments and suggestions of the quality assurance team. The script editors shall ensure that the comments/suggested revisions in the radio scripts are implemented.
