INTRODUCTION Rashtriya Madhyamik Shiksha Abhiyan  (RMSA) is a  centrally sponsored scheme  of the  Ministry of Human Resource Development ,  Government of India , for the development of  secondary education  in public schools throughout India . It was launched in March 2009 during 10 th five year plan. The implementation of the scheme has started from 2009-2010 to provide conditions for an efficient growth, development and equity for all ..

After the successful launch of SSA the government wanted to focus on secondary education. A force to empower students capable of competing in the global market for a successful life by the age of eighteen years.  It also aims to improve the quality of secondary education.

OBJECTIVES The scheme envisage achieving a gross enrolment ratio of 75% from 52.26% in 2005-06 for classes IX-X within 5 years of its implementation, by providing a secondary school within reasonable distance of any habitation. Improve the quality of education imparted at secondary level by making all secondary schools conform to prescribed norms. Remove gender, socio-economic and disability barriers. To achieve universal access to secondary level education by 2017 ( i.e ) by the end of 12 th Five year plan. To achieve universalize retention by 2020

VISION -RMSA The vision of RMSA is “to make good quality education available and accessible and affordable to all young persons in age group of 14 – 18 barriers free”. The following activities are proposed to realize the vision. To provide a secondary school within a reasonable distance of any habitation, which should be 5 kilometer for secondary schools and 7 -10 kilometers for higher secondary schools. School management should provide transport system. Ensure universal access of secondary education by 2017.

Providing access to secondary education with special references to: economically weaker sections of the society, the educationally backward, the girls and the disabled children residing in rural areas and other marginalized categories likeSC , ST, and Educationally Backward Minorities (EBM).

Establishing residential schools in tribal areas. All schools should have the prescribed school facilities. No students should be deprived of secondary education. Universal retention by 2020.

AIMS-RMSA The aim of education is identified as the development of the following five domains. 1.) Building up citizenship for a country that is striving to become a democratic, egalitarian and secular society 2.) interdisciplinary approach to knowledge, concept formation (not just piling up information) and its application in daily life and attributes such as critical thought and creativity 3.) Evolving values in a plural society that is, at the same time, stratified and hierarchical 4. ) Skill formation in the context of rapidly changing technology which demands formation of multiple skills, transfer of learning and ability learn.

MILESTONES OF RMSA Major milestones of RMSA are Access, Quality, and Equity, ACCESS : Ensuring institutional access to all, is the primary step of universalisation . The following activities are planned to increase access :

Expansion of existing Secondary Schools & Higher Secondary Schools. RMSA for universal education in India . Up gradation of Upper Primary / secondary Schools with all necessary infrastructure facilities and teachers. All these buildings will have mandatory rain water harvesting system

Physical Facilities Additional class rooms Laboratories Libraries Art and crafts room Toilet blocks Drinking water provisions Residential Hostels for Teachers in remote areas.

Quality Interventions Appointment of additional teachers to reduce to 30:1 Focus on Science, Math and English education In-service training of teachers Science laboratories ICT enabled education Curriculum reforms; and Teaching learning reforms.

Equity Interventions Special focus in micro planning Preference to Ashram schools for up gradation Preference to areas with concentration of SC/ST/Minority for opening of schools Special enrolment drive for the weaker section More female teachers in schools Separate toilet blocks for girls.

CONCLUSION The aim universalisation of secondary education definitely, demands for universalisation of higher education in the near future, hence it is time for preparatory activities of the same
