INTRODUCTION Rashtriya madhyamik shiksha abhiyan (mission for secondary education) is a centrally sponsored scheme of the Ministry of Human Resource Development , Government of India. It is focussed on the development of secondary education in public schools throughout India. It was launched in March 2009.
OBJECTIVES TO REMOVE GENDER, SOCIO ECONOMIC AND DISABILITY BARRIERS. UNIVERSAL ACCESS TO SECONDARY EDUCATION BY 2017. UNIVERSAL RETENTION OF STUDENTS BY 2020. IMPROVE THE QUALITY OF EDUCATION IMPARTED AT SECONDARY LEVELS.
MAJOR HEADS OF RMSA QUALITY IMPROVEMENT INTEGRATED EDUCATION FOR DISABLED STUDENTS ACCESS AND EQUITY INFORMATION COMMUNICATION TECHNOLOGY
IMPORTANT PHYSICAL FACILITIES PROVIDED UNDER THE SCHEME ADDITIONAL CLASS ROOMS LABORATORIES LIBRARIES ART & CRAFT ROOM TOILET BLOCKS DRINKING WATER PROVISION RESIDENTIAL HOSTELS FOR TEACHERS IN REMOTE AREAS.
FUNDING METHODS The Ministry of Human Resource Development directly provides funds to state governments. Each state government then releases the funds to the approved agencies. During the 11 five year plan Central government provided 75% of the total funds for each state while 25% was borne by states.
SOME MAJOR ACHIEVEMENTS 11,577 new secondary schools approved. 10,082 are functional. 52,750 additional classrooms approved, 20,839 completed. 25,948 science labs approved, 10,107 completed. 12,327 drinking water facilities approved, 7,096 completed.
PROGRESS There is a rise in demand for secondary education, but, despite an increase in the number of schools their geographic distribution is uneven. The gender gap has however narrowed . In the tenth plan the focus is on quality education at all levels.
CONCLUSION Overall , the RASHTRIYA MADHYAMIK SHIKSHA ABHIYAN has made tremendous improvements in secondary educational sector. It has not only improved the quality of education but has also reduced the gender gap. It has made education accessible to more students hailing from underprivileged backgrounds.
