Ireland’s National Action Plan for Open Research 2022-
2030
Ireland’s National Action Plan for Open Research
2022-2030 sets out a vision, objectives and
actions for the next chapter of Ireland’s transition
towards Open Research, following the earlier
National Framework on the Transition to an Open
Research Environment (2019).
The action plan has three overarching themes and
objectives:
•Establishing a culture of open research
•Achieving 100% open access to research
publications
•Enabling FAIR research data and other outputs

Investing in PID Infrastructure

National Open Research (NORF) - lead organisation

Who is involved in the Irish National PID Strategy?

Survey
To enable a clear understanding of current awareness and usage of PIDs in Ireland, as well as providing
insights into how the community views the opportunities and challenges of widespread national PID
adoption.
Cost benefit analysis
To evaluate the cost savings (time and money) associated with widespread PID adoption in Irish research
institutions.
Focus groups
To do a deep dive into the survey results with three key stakeholder groups
●Institutions and research-performing organisations
●Research-funding and government organisations
●Repositories and infrastructure organisations
Strategic SWOT analysis
To identify strategies that build on strengths and improve on weaknesses, in order to capitalise on
opportunities and mitigate threats, and create a prioritised list of actions for the roadmap
●PID Task Force and community workshop
