Why is it necessary to talk about disabled population? “A child’s disability is not what defines them, society makes it so by failing to provide them and their families with essential services that will enable them to live their lives more independently .”

About Rehabilitation Council of India Ministry of Social justice & Empowerment. Registered as a society in 1986 Statutory body in 1992 through RCI Act, 1992, passed on 1st September, 1992 Effective from 22nd June, 1993 Amendment in the year 2000 to make it more broad based by enhancing the responsibilities of- standardizing and regulating the training including a component on research in the area of rehabilitation and special education.

The mandate given to RCI is to- regulate and monitor services given to person with disability, to standardize syllabi and to maintain Central rehabilitation register(CRR). Punitive action against unqualified persons delivering services to PWD.

History Kothari commission (1964-66 ) Recommended- Education of children with disabilities in regular schools . Department of Social Welfare Launched- Scheme of Integrated Education for Disabled Children (IEDC). Implementation of scheme was transferred to the Department of Education in 1982. Rehabilitation Council of India Government of India in 1986 to set up a Rehabilitation Council to be responsible for- Training policies and programmes ; To standardise the training courses for professionals dealing with persons with disabilities; To grant recognition to the institutions running these training courses To maintain a Central Rehabilitation Register (CRR) of the Rehabilitation professionals; and To promote research in Rehabilitation and Special Education.

Mental Health Act,1987 1 st act focusing on mental health . Consolidates law relating to care and treatment of mentally ill person. Provision for the safeguard of their right, property and welfare. The Act

Terms used in RCI Act Rehabilitation Refers to a process aimed at – Enabling PWD to reach and maintain their optimum- Physical Sensory Intellectual Psychiatric or Social functional levels Handicapped A person suffering from any disability- Visually handicapped. Hearing handicapped. Suffering from locomotor disability. Suffering from mental retardation. Rehabilitation professionals Audiologists and speech therapist. Clinical psychologists. Hearing aid and ear mould technicians. Rehabilitation engineers and technicians. Special teachers for education and training. Vocational counsellors, employment officers and placement officers dealing with handicapped .

Who are handicapped? Visually handicapped- total absence of sight; visual acuity not exceeding 20/200 (snellen) in the better eye with the correcting lenses; or limitation of the field of vision subtending and angle of degree or worse. Hearing handicapped- Hearing impairment of 70 dB and above Mental retardation- a condition of arrested or incomplete development of mind Locomotor disability- a person’ s inability to execute distinctive activities associated with moving Fig. A Snellen chart Note- 20/20  vision  is  normal vision acuity  (the clarity or sharpness of  vision )

Normal eye able to see- approx. 95 ° temporally (towards ear) 60 ° nasally (towards your nose) from the center. 60 ° above and 75 ° below from the center. horizontal field range = 155 ° vertical field range = 135 ° at a given time. Objectives of RCI To regulate the training policies and programmes in the field of rehabilitation of persons with disabilities. To bring about standardization of training courses for professionals dealing with persons with disabilities. To prescribe minimum standards of education and training of various categories of professionals/ personnel dealing with people with disabilities To regulate these standards in all training institutions uniformly throughout the country. To recognize institutions/ organizations/ universities running master's degree/ bachelor's degree/ P.G. Diploma/ Diploma/ Certificate courses in the field of rehabilitation of persons with disabilities. To recognize degree/diploma/certificate awarded by foreign universities/ institutions on reciprocal basis. To promote research in Rehabilitation and Special Education .

To maintain Central Rehabilitation Register for registration of professionals/ personnel. To collect information on a regular basis on education and training in the field of rehabilitation of people with disabilities from institutions in India and abroad. To encourage continuing education in the field of rehabilitation and special education by way of collaboration with organizations working in the field of disability. To recognize Vocational Rehabilitation Centres as manpower development centres. To register vocational instructors and other personnel working in the Vocational Rehabilitation Centres. To recognize the national institutes and apex institutions on disability as manpower development centres. To register personnel working in national institutes and apex institutions on disability under the Ministry of Social Justice & Empowerment. Objectives of RCI cont..

Special Education Through Distance Mode (Launched in 2001-2002) Assessment and Accreditation of Institutions (From 1990-2000) Continuing Rehabilitation Education CRE points collected for renewal of registration.

Review cum Analysis of RCI Act, 1992 RCI Act 1992- a major step towards rehabilitation of disabled persons in the society. RCI has broadened its area of action by recognizing different rehabilitation professionals, institutions, and addition of new degree, diploma and certificate courses. Transparency and quality assurance Lack of professionals and administrative officers. Other Acts for PWD masking RCI. RCI Act, 1992, NEP 2020, Inclusion, Conflict of Interest, Quality assurance. Maintaining autonomous nature of RCI- a challenge.

RCI may take punitive action against those who are not registered as a professional with RCI and RTE Act, 2009 intends to bring disabled child in an inclusive school setup. So there is a confusion of actions will be taken against those are teaching. Government has proposed amendment in RCI leaving NPRD ( National Platform for the Rights of the Disabled) furious.

A need of deliberate discussion aimed at finding a way in which goals of National Education Policy, 2020 can be achieved and autonomous nature of Rehabilitation Council of India can also be maintained at the same time. Effective quality assurance mechanism should be formulated if we are moving towards inclusion. Integration of Council and Acts may prove to be an effective solution. Active, effective and enhanced collaboration among the ministries is needed. Suggestions
