2 OBJECTIVES 2.1 orient the School Heads on the Guidelines on the Validation Processes of School-Based Management Level of Practice per DepEd Order No. 83, s. 2012 and Regional Memoranda 133 and 134, s. 2021 ; 2.2 provide Technical Assistance to the School Heads in the implementation of SBM and scale-up on schools’ level of practice; and 2.3 facilitate the use of the SBM DOD tools.

7 Process Flow on the Online SBM Validation Pre-Validation Identification of MOVs (3 years back artifacts – from SY 2017-2018) by School Heads/SBM Team and Stakeholders Accomplishment of Standardized School-Based Management Self-Assessment Tool (Enclosure No. 3 to SDM 93, s. 2021) Checking the alignment of schools' innovations to E-SIP/AIP/SOB Submission/uploading of soft copies (pdf format) in the SBM e-portal of the following: 1. MOVs (pdf format) per principle 2. Self-assessment tool and Summary of DOD 3. List of stakeholders, i.e. teachers, parents, students, community partners (at least 6 per stakeholder), duly signed by the SH. Pre-assessment of submitted documents by the assigned SDO committee .

8 Process Flow on the Online SBM Validation Actual Validation Preliminaries (8 minutes Short program to formalize the activity hosted by the School) AVP Presentation (3 minutes) by the School Head capturing the overall accomplishments and best practices of the school within 3 years. AVP Presentation (1 minute) by principle to showcase the PPAs and milestones towards the achievement of learning outcomes and targets Interview by the SDO Validating Team (15 minutes) to School SBM Leaders of each principle. Focused Group Discussion per stakeholder 15-30 minutes to validate the presented data (Separate links will be provided) Consolidation of the online validation results

9 Process Flow on the Online SBM Validation Post Validation Provision of feedback of SDO SBM Validating team to the school School convenes stakeholders to discuss findings Preparation of Action Plan by the School Head. Monitoring and provision of TA by PSDS in the implementation of action plan Submission of List of recommended TOP 5 SBM Level 3 Schools for the Regional Validation (since no PASBE accreditation yet, the Regional Office will issue the certificate of accreditation to the Level 2 & 3 Schools which can be used for re-class application) Awarding of Certificates to the Level 2 Schools approved by the SDS.

13 SCORING GUIDES Rate each indicator using the scale of 1-3 and record it the Standardized School-based Management Self-assessment Tool (Enclosure 3 to SDM No. 93, s. 2021); Compute the weighted average rating by principle following the formula below: Total Score/No. of Indicators x Weighted Percentage for each principle Sample computation with equivalent points: I. Leadership & Governance (30%) Total Score: 9 No. of Indicators: 5 Weighted Percentage 30% 9/5 x .30 = 0.54 points earned for this principle III. Accountability & Continuous Improvement (25%) Total Score: 9 No. of Indicators: 5 Weighted Percentage 25% 9/5 x .25 = 0.45 points earned for this principle II. Curriculum & Instruction (30%) Total Score: 12 No. of Indicators: 7 Weighted Percentage 30% 12/7 x .30 = 0.51 points earned for this principle IV. Management of Resources (15%) Total Score: 10 No. of Indicators: 5 Weighted Percentage 15% 10/5 x .15 = 0.3 points earned for this principle

14 SCORING GUIDES In the absence of NAT, the results of the reading test in Filipino and English and numeracy test shall be considered – with reference to the policy standard set by the CLMD.   The percentage weight for the learning outcomes shall be: 10% - Filipino Reading Test 10% - English Reading Test 10% - Numeracy Test % of Decrease Rating 76-100% or 0 non-reader/ non- numerates 3 51-75% 2 26-50% 1 2 and below To determine the improvement of learning outcomes, the rating standard below shall be followed: OVERALL: Rating Standards Rating Highly Proficient (90-100%) 3 Proficient (75-89%) 2 Nearly Proficient (50-74% 1 49 and below

Get the sum of all weighted ratings of the four (4) principles and the value derived is the Final School Rating .

16 DESCRIPTION OF SBM LEVEL OF PRACTICE LEVEL NUMERICAL RATING SCALE DESCRIPTION I 0.50 – 1.49 DEVELOPING – Developing structures and mechanisms with acceptable level and intent of community participation and impact on the learning outcomes. II 1.50 – 2.49 MATURING – Introducing and sustaining continuous improvement process that integrates wider community participation and improve significantly performance and learning outcomes. III 2.50 – 3.00 ADVANCED – Ensuring the production of intended outputs/outcomes and meeting all standards of a system fully integrated in the local community and is self-renewing and self-sustaining.

18 REMINDERS For MOVs - Upload all basic but significant documents as per RM 133 s 2021, arranged per principles, per indicators with pictures labeled properly. Only remarkable MOVs that led to the accomplishment of schools' targets in their ESIPs. T wo cycles of E- SIP will be validated, MOVs must be in two cycles as well, to see the progression, etc. Online validation is based on trust and confidence so the result of Schools DOD, Online Validation, and the level of practice is truly what the school deserves. Deadline of uploading of MOVs – June 11, 2021 will be moved to June 30, 2021 .
