Session Objectives Knowledge: Identify the physical, psychological, and behavioral effects of dangerous drugs. Recognize how drug abuse impacts individuals, families, schools, and communities. Skills: Analyze real-life case studies on drug abuse consequences. Interpret data and statistics related to drug use and its global/national impact. Attitude: Appreciate the importance of maintaining a drug-free lifestyle. Develop empathy for individuals struggling with substance dependence .

Rationale: Drug abuse causes significant harm to the physical and mental health of individuals and disrupts communities. Understanding these effects fosters awareness and helps in prevention efforts. The use of illicit drugs is a complex health issue that negatively impacts people’s well-being. It is associated with physical , psychological and behavioral problems Which can result to realize education potentials. United Nations office of Drugs and Crime ( UNODC ) – World Drug Report 2017 , estimated a quarter of a billion people used at least one drug in 2015. About 29.5 million people who use drugs or 0.6% of the global adult population- were engaged in problematic use

and suffered from drug use disorders including dependence. In the Philippines , the use of illicit drugs continues to pose a threat to National Security and economic stability, hindering the pursuit of inclusive growth and sustained development. The Department of Education ( DepEd ) recognizes the need to protect learners from all forms of threats, including those posed by illicit drugs to their personal safety, security and well-being. Pursuant to Section 43 of Article IV of Republic Act 9165 which provides that “Instruction on Drug Abuse Prevention and Control

Shall be integrated in: Elementary Secondary Tertiary Curricula of all Public and Private Schools whether: General Technical Voational or Agro-industrial As well as in Non-formal, informal and indigenous learning systems

Such instructions shall include: Adverse effects of the abuse and misuse of dangerous drugs on the person, the family, the school and the community. Preventive measures against drug abuse. Health , socio-cultural , psychological , legal and economic dimensions and implications of the drug problem. Steps to take when intervention on behalf of a drug dependent needed, as well as the services available for treatment and rehabilitation of drug dependents. Misconceptions about the use of dangerous drugs for medical and therapeutic use.

🔴 Adverse Effects of Drugs Drug use may seem like a way to escape problems or have fun, but in reality, it leads to serious and harmful consequences. These effects touch every part of a person’s life— body, mind, relationships, and future .

🧠 Mental and Emotional Effects: Confusion, anxiety, paranoia, or hallucinations Memory loss and poor decision-making Risk of depression, suicidal thoughts, or mental disorders

💔 Physical Effects: Damage to the brain, heart, liver, kidneys, and lungs Increased risk of overdose and death Weakened immune system, making the body vulnerable to illness

😢 Social and Family Effects: Broken relationships with family and friends Loss of trust and respect from others Isolation and withdrawal from loved ones

🚔 Legal and Educational Effects: Criminal charges and imprisonment Suspension or expulsion from school Fewer job opportunities and a harder path to success

Tobacco Control Program - as a component to NDEP program of DepEd because smoking is one of the substances that can be abuse.

This program aims the following: 1.Educate and inform all learners, teaching and non-teaching personnel and staff on the hazards of tobacco use and exposure to second-hand smoke, adverse socio-economic and environmental consequences of tobacco production and consumption and tobacco control policies and tactics of the tobacco industry; 2. Make effective cessation intervention services available and accessible to all learners, teachers and non-teaching personnel in need of such services;

3. Facilitate enforcement of tobacco control policies in schools and offices such as absolute smoking bans, access restrictions, ban on sponsorships, including so-called Corporate Social Responsibility (CSR) of the tobacco industry, outdoor advertising ban, the ban or promotional items for minors and sampling restrictions, as well as protection against tobacco industry interference 4. Ensure strict implementation of policies on the protection against tobacco industry interference in the Department .

​During President Rodrigo Duterte's administration in the Philippines (2016–2022), approximately 1.2 million to 1.4 million individuals voluntarily surrendered to authorities as part of the government's intensified anti-drug campaign. By December 2016, the number of surrenderers had surpassed one million, a milestone highlighted by Presidential Communications Secretary Martin Andanar as a significant success of the campaign. By December 2017, the Philippine National Police (PNP) reported that over 1.37 million drug personalities had surrendered nationwide. Later estimates indicate that the total number of surrenderers reached approximately 1.4 million.

Why prohibited drugs is rampant in the country? 🔍 1. Poverty and Unemployment Many individuals, especially in urban poor areas, turn to drugs either to cope with hardship or to earn money through drug selling. Lack of job opportunities pushes some into illegal drug trades as a quick income source. 🧠 2. Peer Pressure and Social Influence Young people are often influenced by friends or social circles. Curiosity and the desire to “fit in” can lead to experimentation and eventually, addiction.

🏙️ 3. Urbanization and Overcrowded Communities In densely populated slum areas, law enforcement is harder , and illegal activities can thrive. Limited access to education and youth engagement programs also contribute to vulnerability. 🧩 4. Weak Implementation of Laws While the country has strong anti-drug laws (e.g., RA 9165), corruption , lack of coordination, and inadequate resources can weaken enforcement. Some drug personalities may evade accountability through influence or bribery.

🌐 5. Drug Supply and Trafficking Networks The Philippines has been a transit and destination point for drug trafficking in Southeast Asia. International and domestic syndicates continuously operate and evolve, finding new ways to distribute illegal substances. 🧑‍⚕️ 6. Lack of Access to Mental Health and Rehabilitation Many individuals use drugs as an escape from depression, trauma, or personal struggles. There’s a shortage of affordable rehabilitation centers and mental health services to support those in need.

💬 7. Misconceptions About Drug Use Some people believe certain drugs are “not that harmful” or use them for performance or weight loss without understanding the risks. Lack of awareness or education leads to dangerous decisions.
