could still be an important factor in understanding drought and floods.
There is an important distinction between relating a specific drought event
to a specific ENSO event versus relating all drought events to all ENSO
events. Abnormal dry spells (or wet ones) in the U.S. have a multiplicity
of causal forces. To the extent that the Southern Oscillation has any
predictive value on the climatic variability of a particular place, it is
important to know where, when, how much, and in what way.
