State Universities and Colleges

Public Higher Education Public Universities are all non-sectarian entities, and are further classified into three types:  State University and College  (SUC),  Local College and University  (LCU), and Other Government Schools (OGS, CSI, Special HEIs). Approximately 30% of Philippine higher educations institutions are public. Universities and Colleges are either: established by the state (State Universities and Colleges, SUCs); or established by local authorities (Local Universities and Colleges, LUCs).

State Universities and Colleges State Universities and Colleges (SUCs) refers to any public institution of higher learning that was created by an Act passed by the  Congress of the Philippines . These institutions are fully subsidized by the national government, and may be considered as a corporate body. SUCs are fully funded by the national government as determined by the  Philippine Congress . According to a Kabataan Partylist Facebook post, the total budget for 2024 was P128 billion, which is more than even P107 billion from 2023.  This increase was made in comparison to the initial P100 billion allocation.

Republic Act No. 10931 (20170803-RA-10931-RRD) The  Universal Access to Quality Tertiary Education Act , officially designated as  Republic Act 10931 , is a Philippine law that institutionalizes free tuition and exemption from other fees in State Universities and Colleges (SUCs), and Local Universities and Colleges (LUCs) in the Philippines. The law also foresees subsidies for private Higher Education Institutions. It is intended to give underprivileged Filipino students a better chance to earn a college degree. The law was filed first by senator  Ralph Recto , principally sponsored by Senator  Bam Aquino , and was signed by  Rodrigo Duterte ,  President of the Philippines , on August 3, 2017. The bill is supported by almost all members of Congress In September 2017, the chairman of the House Committee on Appropriations announced that P40 billion had been gathered and that this amount would finance all expenses foreseen by the law for 2018.

Are SUC’s under CHED? The  Philippine Association of State Universities and Colleges  ( PASUC ) is an association of public tertiary school level institutions in the Philippines. These comprises all 102  State Universities and Colleges  (SUC) which are under the  Commission on Higher Education  (CHED). PASUC holds its sports, literary, and musical competition annually participated by its member

The  University of the Philippines System , being the only national university receives the biggest chunk of the budget among the 456 SUCs, and has likewise been strengthened by law through Republic Act 9500. The Largest State University in the Philippines is the Polytechnic University of the Philippines w ith more than twenty campuses serving more than 80,000 students, the  Polytechnic University of the Philippines  is the largest university in terms of student population . The main campus is named after a national hero, Apolinario Mabini, and is located in Sta. Mesa, Manila - in the middle of a busy metropolitan.

Republic Act 7722 , otherwise known as Commission on Higher Education Act, mandates institutions of higher learning like State Universities and Colleges (SUCs) to respond to the call for societal transformation. The aim is to serve the poorest of the poor, the less privileged, the deprived and the oppressed. What is the mandate of State Universities and Colleges in the Philippines?

MISSION :   Provide quality research, instruction, production, and extension programs responsive to the local and global challenges and demands . The State Universities and Colleges in the Philippines are all community engaged by accomplishing its mandates and functions. Generally these are  instruction, research, extension, production, and internationalization.

Research Objective: The major objective of this research paper is to discuss the community engagement of State Universities and Colleges in the Philippines to observe if SUCs initiatives on research and extension are socially and culturally responsible. Moreover, issues and challenges in conducting research and extension are presented and analyzed, and recommend measures how these issues and challenges may be lessened, if not totally solved.

Issues And Challenges In Research And Extension That May Affect Community Engagement. 1. Low faculty motivation . Faculty members as extensionists experience low motivation because they feel unvalued. This could be true based from the experiences of most faculty extensionists, that their programs, activities, and projects were given a very low point or most of time no point in the NBC evaluation. They also say that evaluation characteristics were too tight that even a director of extension services for seventeen (17) years in a university can’t fill in the five (5) points for extension.

Issues And Challenges In Research And Extension That May Affect Community Engagement. 2. Extension services as a second rate endeavor to research. The friction between research and extension has been a long overdue issue. There were perceptions seeing extension services as a second rate endeavor to research, sometimes, considering a researcher more intelligent than an extensionist, where in fact, as mentioned above, all extension service PAPs should be research-based. This could probably mean that you posses good research skills if you conduct good and sustainable extension

Issues And Challenges In Research And Extension That May Affect Community Engagement. 3. Multiple responsibilities and IPCR targets. This could be one of the reasons why sometimes, faculty members are not motivated to do extension. As faculty members, our major task is to teach, and yes we accept that academic teaching responsibility is coupled with writing research and conducting extension services. But how can we do it effectively if we have 18-24 unit regular course loads, or whenever you were given a local college designation or administrative position, the work and responsibilities keep on coming that you should be able to entertain it with a successful output.

Issues And Challenges In Research And Extension That May Affect Community Engagement. 4. No or low budget for research and extension. In most cases, SUCs, allot a low budget for extension PAPs. There were also cases that SUC budget is subjected to realignment and portions of the budget realigned were from extension. In so doing, the faculty extensionists are forced to use their own money in some contingency or emergency expenses

Results and Discussion: Community Engagement of State Universities and Colleges in the Philippines. The State Universities and Colleges in the Philippines are all community engaged by accomplishing its mandates and functions. Generally these are instruction, research, extension, production, and internationalization. This paper is focused on research and extension engagement as based on regular conversation with extensionists; it comes out that we would truly be able to establish community engagement through research and extension services.

Besides, quality academic status of the SUCs will be more globally competitive through substantial budget.
