(Education Act of 1982 Sec 11) 2) Teachers must be given the opportunity to choose alternative career lines (Education Act sec 11). 3) Prohibition against unusually heavy teaching loads. 4) Student enrollment per class subject to limitations Special Working Conditions for Private School Teachers
LEGAL RESPONSIBILITIES Sec 16 of the Education of Act of 1982, provides the following legal responsibilities of a teacher. Every teacher shall perform his duties to the school by discharging his responsibilities in accordance with the philosophy, goals and objectives of the school. Be accountable for the efficient and effective attainment of specified learning objectives in pursuance of national development goals within the limits of available school resources.
3) Render regular reports on performance of each student and to the latter and the latter’s parents or guardians with specific suggestions for improvement. 4) Assume the responsibility to maintain and sustain his professional growth and advancement and maintain professionalism at all times. 5) Refrain from making deductions in student’s scholastic ratings for acts that are clearly not manifestations of poor scholarship. 6) Participate as an agent of constructive social, economic, moral, intellectual, cultural and political change in his school and the community with in the context of national policies.
Attend meetings – Participate in and vote in the election of leaders Make sure you vote. Participate in the activities of the bargaining unit –As your union does its work on your behalf, it will engage in a number of activities, including leafleting, member surveys, petition drives, picketing and, if needed, strike votes and even strikes. The success of all of these activities depends on broad participation by the membership. If your union is engaged in an activity, participate. Remember the Union is you. Be politically informed and involved. Read your CBA and keep it handy – Your CBA delineates your rights and benefits at work and represents the focus of your union’s activity. Go to your union leadership if you have a question – If you are unclear about what the provision of your CBA or HR manual or Management memo says, g o to one of your elected leaders and ask them. GET INVOLVE!!!
What to do?
Education for empowerment There is a need to strengthen and advance teachers’ organization through education and training in union governance and leadership . Knowledge is power. And when members of the Union are well informed and educated about their rights and issues, the Union is ready and set to face any challenges. Our experience of empowering our members through several activities 1. holding regular mandatory labor education seminars. 2. mandating our officers to attend labor relations training (UP SOLAIR) 3. Letters, briefers, memo, newsletter 4. regular visitation and informal meeting with members in the unit or department level. Education for empowerment must be action oriented. It must move people to action.
Identify issues and interest felt by the ordinary employees. Teacher- organizing should not be limited to “fish and rice” issues. We must devote as much attention to the quality of the product we produce as we do to our members' wages, benefits, working conditions, and security. It should include issues affecting the profession like upgrading of teacher education courses, continued professional development, participation in research and development of the educational, welfare and social needs of students and their communities. Let me cite an example where Union involvement is not limited to the "rice and fish" issue. We know for a fact that teachers need to improve their professional skills. But who controls the access to professional seminars, training and scholarships. Who gets recommended for CHED-DECS-DOST scholarships? What are the criteria? Is it fair? Is it for the common good? Is it based on merit (qualification)? The root cause of the conflict between the Union and school management is not just money (funding) but power. Yes, funding is an issue. “Where shall we get the money for professional development?”, is the question that School administrators always ask during negotiation. From school fees?
Mobilise and Consolidate Mobilizing members involves enabling our members to participate in actions that increase awareness of the presence of the Union in your school. Mobilization is a way to use energy or frustration in a positive way. We can generate attention to the issue and produce greater commitment to the issue.
