1. Most food delivery workers are engaged as independent contractors and not employees.
2. Casual employment is the most flexible form of employment under the Australian IR system
and is characterized by precarityincluding no ongoing commitment from an employer to the
employee about the continuation of work
3. The consumers (both users and non-users) of app-based food delivery services in Australia
by and large are supportive of minimum wages, superannuation, and unfair dismissal rights.
4. The challenge highlighted by the findings is that while consumers may support certain
rights, many consumers currently have misconceptions about the rights and conditions of food
delivery workers.

1. Consumers can be considered a power resource available to IR actors, if consumers pass 2
threshold tests; a) able to influence labor politics, and b) that IR actors can deploy, direct or
influence consumers to shift labor politics in their favor
2. Consumers can also shape IR rulemaking at the organizational level through
their consumption behaviors
3. Consumer can influence IR beyond the organizational level, especially in the
regulatory domain helping to recast and re-configure institutions
