Preface
Armand Carriere
In the early 1990s, under the leadership of then-Secretary Henry
Cisneros, the Department of Housing and Urban Development (HUD)
sought to create an office that would assist colleges and universities in
bringing their considerable resources to bear on the problems of urban
America. An Urban Planner and former Mayor of San Antonio, Texas,
Secretary Cisneros understood the roles being played by the institutions
of higher education in their communities and, more importantly, knew
and understood the potential these institutions possessed for being sig-
nificant agents for positive change in what could be described as dis-
tressed communities. A team consisting of Dr. Michael Stegman,
HUD’s Assistant Secretary for Policy Development and Research
(PD&R), Dr. Marcia Marker Feld, an academic on loan from the Uni-
versity of Rhode Island, and Jane Karadbil from the PD&R staff estab-
lished the Office of University Partnerships in 1994.
The signature program within the Office of University Partnerships
was then and continues to be the Community Outreach Partnership Cen-
ter (COPC) program. Utilizing 3-year grants of up to $400,000, COPC
