PROBLEM STATEMENT Ideal situation: It is expected that all university lecturers should utilize E-Learning resources in imparting knowledge to students Present situation: But reports revealed that despite the Federal Government’s effort in introducing the use of ICT resources for lecturers to acquire and impart knowledge, the attainment of e-learning objectives in National Open University still remain elusive. This was observed by the researcher as lecturers are most often seen using books and other reference materials in the library to undertake their researches instead of using the academic online databases that have been subscribed by the school. The gap: this backdrop has raised concern in which the researcher has decided to investigate the utilization of e-learning resources among lecturers in National Open Universities in South East Nigeria.
